IAS Reshuffle: Centre appoints new Defence Secretary; approved several other appointments

The Appointments Committee of the Cabinet (ACC) approved the appointments of a number of appointments of bureaucrats on October 19, 2022.

Shri Nagendra Nath Sinha (IAS), who is currently posted as Secretary in the Department of Rural Development under the Ministry of Rural Development, has been appointed as Officer on Special Duty in the Ministry of Steel w.e.f. 01.12.2022. He will take over as Secretary of Ministry of Steel vice Shri Sanjay Kumar Singh (IAS) upon his superannuation on 31.12.2022.

Shri Aramane Giridhar (IAS), currently Secretary of the Ministry of Road Transport and Highways, has been appointed as Officer on Special Duty in the Department of Defence under the Ministry of Defence. He will take over as Secretary of the Department of Defence vice Shri Ajay Kumar (IAS) upon his superannuation on 31.10.2022.

Shri Vivek Joshi (IAS), currently Registrar General of India and Census Commissioner under the Ministry of Home Affairs, has been appointed as Secretary in the Department of Financial Services under the Ministry of Finance vice Shri Sanjay Malhotra (IAS) upon his appointment as Officer on Special Duty in the Department of Revenue.

Shri Amrit LaI Meena (IAS), currently Special Secretary (Logistics) in the Department for Promotion of Industry & Internal Trade under the Ministry of Commerce & Industry, has been appointed as Officer on Special Duty in the Ministry of Coal. He will take over as Secretary of the Ministry of Coal vice Shri Anil Kumar Jain (IAS) upon his superannuation on 31.10.2022.

Shri Sanjay Malhotra (IAS), currently Secretary of the Department of Financial Services under the Ministry of Finance, has been appointed as Officer on Special Duty under the Department of Revenue. The officer will take over as Secretary of the Department of Revenue vice Shri Tarun Bajaj (IAS) upon his superannuation on 30.11.2022.

Shri Bhupinder Singh Bhalla (IAS) presently in the Cadre, has been appointed as Officer on Special Duty of the Ministry of New and Renewable Energy. The officer will take over as Secretary of the Ministry of New and Renewable Energy (MNRE) vice Shri Indu Shekhar Chaturvedi (IAS) upon his superannuation on 31.10.2022.

Shri Sanjay Kumar (IAS), presently Secretary of Department of Youth Affairs under the Ministry of Youth Affairs and Sports, has been appointed as Officer on Special Duty of Department of School Education & Literacy under the Ministry of Education. The officer will take over as Secretary of Department of School Education & Literacy vice Ms Anita Karwal (IAS) upon her superannuation on 30.11.2022.

Shri Sanjeev Chopra (IAS), presently in the cadre, has been appointed as Secretary in the Department of Food and Public Distribution under the Ministry of Consumer Affairs, Food and Public Distribution vice Shri Sudhanshu Pandey (lAS) upon his superannuation on 31.10.2022.

Ms Meeta R Lochan (IAS), presently Member Secretary of the National Commission for Women under the Ministry of Women and Child Development, has been appointed as Secretary of the Department of Youth Affairs under the Ministry of Youth Affairs and Sports vice Shri Sanjay Kumar (IAS) upon his appointment as Officer on Special Duty in the Department of School Education & Literacy.

Ms Alka Upadhyaya (IAS), currently Chairperson of the National Highways Authority of India (NHAI) under the Ministry of Road Transport & Highways. has been appointed as Secretary in the Ministry of Road Transport and Highways vice Shri Aramane Giridhar (IAS) upon his appointment as Officer on Special Duty in the Department of Defence.

Shri Manoj Govil (IAS), presently in the Cadre, has been appointed as Secretary of the Ministry of Corporate Affairs.

Shri Shailesh Kumar Singh (IAS), presently Additional Secretary and Development Commissioner of the Ministry of Micro, Small and Medium Enterprises, has been appointed as Officer on Special Duty in the Department of Rural Development under the Ministry of Rural Development. He will take over as Secretary of the Department of Rural Development under the Ministry of Rural Development vice Shri Nagendra Nath Sinha (IAS) upon his appointment as Officer on Special Duty under the Ministry of Steel w.e.f. 01.12.2022.

Shri Sudhansh Pant (IAS), presently in the Cadre, has been appointed as Officer on Special Duty in the Ministry of Ports, Shipping and Waterways w.e.f. 01.12.2022. He will take over as Secretary of the Ministry of Ports, Shipping and Waterways vice Shri Sanjeev Ranjan (IAS) upon his superannuation on 31,01,2023.

Shri Kamran Rizvi (IAS), presently Additional Secretary of the Ministry of Housing & Urban Affairs, has been appointed as Officer on Special Duty of the Ministry of Heavy Industries. He will take over as Secretary of the Ministry of Heavy industries vice Shri Arun Goel (IAS) upon his superannuation on 31.12.2022.

Ms Rachna Shah (IAS), presently Additional Secretary of the Department of Commerce under the Ministry of Commerce & Industry, has been appointed as Officer on Special Duty in the Ministry of Textiles. He will take over as Secretary of the Ministry of Textiles vice Shri Upendra Prasad Singh (IAS) upon his superannuation on 31.10.2022.

Shri Mritunjay Kumar Narayan (IAS), presently Additional Secretary in the Department of Home under the Ministry of Home Affairs, has been appointed as Registrar General of India and Census Commissioner under the Ministry of Home Affairs in the rank and pay of Additional Secretary vice Shri Vivek Joshi (IAS) upon his appointment as Secretary in the Department of Financial Services.

The Appointments Committee of the Cabinet has also approved in-situ upgradation of the following officers to the level of Special Secretary in the rank and pay of Secretary to the Government of India as a measure personal to them by temporarily upgrading the posts held by them:

Shri Saurabh Garg (IAS), presently Chief Executive Officer of Unique Identification Authority of India, has been updraded at the rank and pay of Secretary to the Government of India, on his role.

Shri TK Ramachandran (IAS), presently Chairman of VO Chidambaranar Port Trust, Tuticorin, Ministry of Ports under the Shipping and Waterways, has been appointed as Chairman of VO Chidambaranar Port Trust, Tuticorin in the rank and pay of Secretary to the Government of India.

Shri G Asok Kumar (IAS), presently Director General of National Mission for Clean Ganga, Department of Water Resources, River Development & Ganga Rejuvenation under the Ministry of Jal Shakti, has been appointed as Director General of National Mission for Clean Ganga in the rank and pay of Secretary to the Government of India.

Shri S Gopalakrishnan (IAS), presently Additional Secretary of the Department of Health & Family Welfare, has been appointed as Special Secretary under the Department of Health & Family Welfare.

Ms Sumita Dawra (IAS), presently Additional Secretary of the Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, has been appointed as Special Secretary in the Department for Promotion of Industry and Internal Trade under the Ministry of Commerce and Industry.

Shri Rajit Punhani (IAS), presently Additional Secretary & Financial Advisor in the Ministry of Home Affairs, has been appointed as Special Secretary & Financial Advisor in the same Ministry.

Ms Debashree Mukherjee (IAS), presently Additional Secretary in the Department of Water Resources, River Development and Ganga Rejuvenation under the Ministry of Jal Shakti, has been appointed as Special Secretary in the same Department.

Ms Nivedita Shukla Verma (IAS), presently Additional Secretary in the Department of Defence under the Ministry of Defence, has been appointed as Special Secretary in the same Department.

The ACC has also approved to place the services of Shri Amit Yadav (IAS), Additional Secretary, Department of Commerce, Ministry of Commerce & Industry at the disposal of the cadre controlling authority i.e. Ministry of Home Affairs.
